Welcome to the Recommendation Reporting Database from UK National Preventive Mechanism 

The UK National Preventive Mechanism was established in 2009 to prevent torture and ill treatment of people deprived of their liberty, and to strengthen the protection of people in detention through independent monitoring.

This database is the first of its kind, tracking recommendations made by the UK NPM’s 21 constituent scrutiny bodies over many years of independent monitoring, and enabling the public to filter this data by setting, location, tag and more.

Here are a few examples of how to use the database:

  • If you wanted to browse all recommendations made by UK NPM constituent organisations, you could visit the Recommendations page and simply scroll through the recommendations table.
  • To understand recent issues in e.g. secure children’s homes in England, visit the Recommendations page and filter the setting to “secure children’s homes”, the publication dates to the past year, and the nation to “England”. The results will show all recommendations made to secure children’s homes in England for the past year. Clicking on a recommendation will take you to a detailed view, including the full text of the recommendation, the report it was found in, and relevant metadata.
  • To see the breakdown of which issues are reported on most often in e.g. police custody across the nation, visit the Dashboard page, and select the Chart builder tab at the bottom. From there, select the data variable “tags”, filter the setting to “police custody” and select your chart type (bar, line or pie) to instantly see a graph.
  • To export a list of recommendations related to e.g. education in all detention settings, visit the Recommendations page, filter the tags to “Education”, and click the “Export” button to download a spreadsheet of your results.
  • To export data from the Establishment Map or Chart Builder pages on the Dashboard, first filter the data however you wish. Hovering over the recommendations list on the Establishment Map page will bring up three small dots in the top-right corner. Clicking on these dots will bring up a small menu, on which you can select "Export data". The same thing can be done by hovering over the chart you create on the Chart Builder page. This data will then be exported into an Excel document for your use.
